Colvir Treasury Solution (CTS) is totally integrated complex centralized solution designed for automation of all main tasks of treasury institutions servicing both state and local budgets.

Functionality

Colvir Treasury Solution contains System Kernel, Software Tools and full set of standard functional modules required for a state treasury: General Ledger, Budget Organization Register, Budget Management, Commitment Accounting, Revenue Management, Cash Management, Accounts Payable, Accounts Receivable, Payment System, Public Debt Management, Securities, Fixed Assets, Inventories, Human Resources, Payroll, Client-Treasury, Client-Bank.

Major Features

Adaptability.
The system is a package solution having a wide range of tunings for different use environment. Practically all the system objects are adjustable: treasury structure, structure of chart of accounts, budget classification, rules for object encoding (including budget organizations), documents workflow during transactions, accounting models defining postings depending on transactions and use environment etc.

International standards compliance.
CTS meets the basic requirements to treasury packages at international tenders, including safety requirements, audit, accounting standards, range of operations performed, etc.

State-of-the-art accounting level.
The advanced General Ledger module is in the system center. General Ledger can be adjusted to any Charts of Accounts; each of General Ledger accounts may be detailed by any analytical view, at the same time the number of analytical views is not limited; multi-currency accounting is supported. The basis of the accounting system is not postings but transactions. Postings are provided automatically on the basis of adjustable accounting models.

Operation with branches.
Branches’ data can be handled in centralized mode even though in case of low quality of communication. For this purpose a special solution is available which allows branches to operate in off-line mode. In this case quite moderate requirements are made to branches’ equipment. At the same time on-line branch operation is also available in case of good communication.

Advanced report system.
There is a wide set of standard report forms. Moreover, availability of high-capacity report generator built on the basis of Microsoft Excel electronic worksheet and Microsoft Word textual processor, provides for flexible generation of user developed ad hoc reports. It is possible to generate both «draft» and «presentation» reports.

Scalable analytical capabilities.
The system has the facilities for definition of analytical indicators for classification of accounts and other objects in the system. A set of indicators may be modified or expanded by users themselves. Analytical indicators are used for calculation of financial figures. Calculation of financial figures subject to any account attributes and analytical indicators is possible.

Flexible import/export facilities provide for extracting of all necessary data from the system for analysis, forecast and planning purposes. Capability for interface of user programs providing development of own analytics and treasury management facilities is available.

Unified interface.
The system interface is built in Graphical User Interface (GUI) standard and meets the ergonomics requirements. There are the facilities for creation of screen forms by users themselves.

Multi-language.
The system provides for translation of screens and messages to other languages, and users may choose a language for operation with the system.

State-of-the-art technical platform.
The system is designed on the state-of-the-art open platform in architecture CLIENT/SERVER using Oracle RDBMS 9i, programming languages Delphi, Python and specialized macro-language CPL for business application development.
